WasteDataFlow
District councils in Northern Ireland are required to report data on municipal waste arisings on a quarterly basis as per Regulation 10 (5) of the Landfill Allowances Scheme (Northern Ireland) Regulations 2004. The data for each quarter must be submitted to the Monitoring Authority (NIEA) within 2 months after the relevant quarter ends. District councils must submit their data via the WasteDataFlow (WDF) system. WDF is a web based system, initially developed by The Chartered Institution of Wastes Management (www.wastedataflow.org
). Launched in 2004, WDF is now owned, operated, and managed by Defra in partnership with the UK’s devolved administrations through an Operational Group, and Programme Management Board. Northern Ireland district councils began formally reporting municipal waste data via WDF from May 2005 for data arising post January 2005.

Allocating Authority
Planning and Environmental Policy Group (PEPG) of the Department of Environment (Northern Ireland) are the Allocating Authority for the Northern Ireland Landfill Allowance Scheme (NILAS). The primary role of the Allocating Authority is to allocate allowances to district councils in accordance with section 4 of the Waste and Emissions (WET) Act 2003. In addition the Allocating Authority will also oversee the operation of the scheme.

Waste Management Groups
In Northern Ireland twenty six councils have formed into three regional waste management groups for the delivery and development of waste management infrastructure to meet waste management strategy objectives.

Comprises Antrim Borough Council; Ards Borough Council; Ballymena Borough Council; Belfast City Council; Carrickfergus Borough Council; Castlereagh Borough Council; Down District Council; Larne Borough Council; Lisburn City Council; Newtownabbey Borough Council, and North Down Borough Council.
North West Regional Waste Management Group (NWRMWG)
Comprises Ballymoney Borough Council; Coleraine Borough Council; Derry City Council; Limavady Borough Council; Magherafelt District Council; Moyle District Council; and Strabane District Council.
Southern Waste Management Partnership (SWaMP2008)
Comprises Armagh City & District Council; Banbridge District Council; Cookstown District Council; Craigavon Borough Council; Dungannon & South Tyrone Borough Council; Fermanagh District Council; Newry & Mourne District Council and Omagh District Council.
